Well, he thinks he is Asgard's rightful king. It should at least involve somekind of an evil cackle.
[Let Loki demonstrate how Loki would sound if he there would a situation where an evil cackle would be needed.
A couple of seconds later a creaking laugh comes out. Apparently Loki kind of blows at these kind of things.]
